I would recommend everyone who is thinking of adopting to consult with an attorney that has experience in this area. Each state has different laws and those must be interpreted along with any applicable federal laws (sometimes contradictory). Most of the laws aren't written in plain English but very complex legal language that can be very difficult to understand if you are not a lawyer.

It's always best to do your research and not rush into things so you can have a better idea how everything is going to work out. Laws can be tricky (not to try to scare anyone reading this.. but it's true)
